The alternative with the arrow is that Shiro was in the ruins and he was somehow injured by a trap - and that arrow was brought to where he was found in order to implicate someone who could use a bow.
At the very least, everyone who has a bow - myself, Chiron, Yona, Claude, Emet-Selch, and anyone that Yona or Chiron admitted to teaching - should have their weapons observed. I believe Clementine said she'd like to learn how to use one as well...

Though... Shiro did tell me that if others were tasked with removing those with splinter nova, he would rather it be himself than a teenager.
