The alternative with the arrow is that Shiro was in the ruins and he was somehow injured by a trap - and that arrow was brought to where he was found in order to implicate someone who could use a bow.
At the very least, everyone who has a bow - myself, Chiron, Yona, Claude, Emet-Selch, and anyone that Yona or Chiron admitted to teaching - should have their weapons observed. I believe Clementine said she'd like to learn how to use one as well...
