At the very least, an easy test that can be done would be to see if all of you do indeed have the ability to wield plants and whoever cannot demonstrate it would have something to do with Shiro's death.

The alternative with the arrow is that Shiro was in the ruins and he was somehow injured by a trap - and that arrow was brought to where he was found in order to implicate someone who could use a bow.
At the very least, everyone who has a bow - myself, Chiron, Yona, Claude, Emet-Selch, and anyone that Yona or Chiron admitted to teaching - should have their weapons observed. I believe Clementine said she'd like to learn how to use one as well...
