No peace is eternal, but any war or catastrophe will also have its end and recovery from it. There becomes a cycle, then, of peace and upheaval-- of bringing conflict to an end, of rebuilding and reestablishment, after which the world eventually forgets. Either its people become too complacent in this peace and invite new troubles, or conflict springs anew from those who have never truly been at war.

In some cases, the latter happens even earlier, thanks to those who would take advantage of peace for their own means. Familiar with war, but uncaring of it, or perhaps simply believing it to be worth the end result.
