Well, the idea of it being a 'friendly competition' was originally posed by the Leaders as an idea to make things fun and engaging... though it's clearly gotten very out of hand.

But that also involves collecting those trustworthy enough to simultaneously not fall for deception, nor weave their own.

... I think the leaders are more incompetent at large than they are much of a hindrance, so I don't see it as being their direct fault that this has turned into what it is. The Realm hasn't given them much more than it's given us, and... well. A place with power, no matter its source, can easily result in things getting out of hand. People don't help that.
