I'm afraid that's still quite unclear - we don't even have much to point to the person who might've harmed her, correct?
So... the new theory is this - either Swan's team has two kills, unlikely as it may sound, or the PHS icon of Hikaru's killer did not blink.
So if we are to be absolutely certain about reviving everyone... Within the next two weeks, we need to ensure that the remaining four teams with possibly only one kill each take action to change that.
Unfortunately we do - it's not a system in which it will be easy to coordinate.
I believe that Rabbit's team will be able to take initiative, and I will handle Goat's if I must. Should Swan be able to come to a decision.... please let me know.
Tiger's team has also gathered, and I am hopeful that they will be able to remain organized about it. I trust those on that team that I know.
I guess the question is—- if whatever happened to Hikaru was an anomaly, then one person splinters a week still. And it seems like only one leader a week tells people to kill. So there might be people who aren’t splintering who have to be . . . [Draws a line across his throat.]
That's correct. It seems that the Leader who notices the splintering alternates each week.
Rabbit and Swan will likely need to take their own initiative in order to kill - I'm unsure if Tiger's kill was related to splintering nova. For Goat, we'll likely be called upon either this week or next.

[so.
at least four more bodies.]

If someone else on Swan did do it though, they’re forcing us to kill again, basically. It’d be fucked up to make us do this more than we have to.
[Nodding.]
To be safe, yeah. I guess we do like our overkill here.
