But I was more worried about whether or not they have acted. And if they do intend to act, to make sure they do not set their targets on teams with fewer members.
The latter should not be a problem. I do not specifically know anyone in their team, but my understanding is that every team should have been asked to organize carefully by now. The first concern will be if they fail to be cautious.

The second concern will be if anyone from a team with lower numbers should splinter, in addition.
The main priority at this point is ensuring that no team is entirely wiped out. Even if someone on a team with a lower number should splinter.... I believe that most teams have more than one person, across the board.
So it is easier to avoid the worst case scenario than it is to create it.
If both teams that currently do not have the threshold act, and the Leader that has not yet been tasked with identifying someone splintering all act..... it should be alright, so long as they do not all target the same team.
Ensuring the two that have not met the requirement target different teams ought to be possible-- and then any splintering becomes less a concern. Manageable enough, provided a line of communication is open between them.
To complete the requirement we are all aware of, and ensure the path will be opened for the dead. It is my understanding that we may have to do so before our path beyond that becomes apparent, as it seems we are learning of little else that must be done for now... though that is a guess, not a certainty.
