It would, but then all would need to agree to it. Otherwise, time is wasted attempting to organize those who prefer to do as they please, or who simply dislike taking those directions from the particular person giving them.

In truth there's no real way for it to be implemented, given the fact that any person who might be put in a leadership position is just as likely to kill as any other. Even if we put Archer, Jeanne, or perhaps Shiro in charge, I don't think that they'd hesitate to act as Shima did, under the conditions given.
