No, that's not quite it.... There isn't one singular team telling members to kill - that was an accusation made hastily by Swan toward the beginning, but I believe it's since been debunked.

After all, there is no true merit in killing - it doesn't even generate that much nova. A Leader has nothing to gain by encouraging others to kill.
